AIP Launches Fellowship to Build Next Generation of Tech-Fluent Congressional Staff
The American Innovation Project (AIP) announces the launch of the AIP Policy Innovation Fellowship, a new program designed to equip tomorrow's congressional staff with hands-on education about emerging technologies and their policy implications.

Wednesday, January 28, 2025 – Washington, D.C. – The American Innovation Project (AIP) today announced the launch of the AIP Policy Innovation Fellowship, a new program designed to equip tomorrow's congressional staff with hands-on education about emerging technologies and their policy implications. The fellowship program is now accepting applications here.
The fellowship is open to recent college graduates with strong analytical and communication skills, demonstrated tech fluency, and an interest in public service. Fellows complete a multi-week virtual curriculum focused on emerging technologies like crypto, AI, biotech, and defense tech in Spring 2026, followed by hands-on training through year-long placements in congressional offices of both political parties on the House Financial Services and Agriculture Committees. Fellows will receive a competitive stipend, relocation support, and full program funding from AIP.
"Policymakers are making decisions today that will shape America's technological leadership for decades, and it is critical that they are equipped with staff intimately familiar with how these systems and technologies work," said Allie Page, AIP’s Executive Director. "This fellowship is about building capacity from the ground up, and investing in smart, motivated recent graduates by providing them with a structured program focused on education, technical fluency, and connections that will support their personal and professional development, while also encouraging tech-fluent conversations in the halls of Congress."
PROGRAM DETAILS
During the multi-week virtual training phase in Spring 2026, fellows will participate in weekly sessions covering emerging technologies like crypto, AI, biotech, and defense tech topics, as well as Hill staff best practices. The curriculum includes guest speakers from industry, current and former members of Congress, congressional staff, and policy experts, followed by a multi-day boot camp in Washington, D.C.
Congressional placements begin in Summer 2026 and run through Spring 2027. Fellows will be placed in both Republican and Democratic offices, reflecting AIP's commitment to nonpartisan technology education. Throughout the year, fellows will receive ongoing professional development, have the opportunity to attend AIP's annual Summit, and visit their Member's congressional district, among other learnings and experiences.
"If you are a soon-to-be or recent graduate, and you are genuinely curious about how technology policy gets made, and you want to be in the rooms where it happens, please apply," said Page. "The first cohort of AIP Policy Innovation Fellows will have a unique edge: deep, hands-on expertise in emerging tech, strong relationships with policymakers and tech founders, and an educational foundation that will be valuable whether they remain in public service or move onto other roles.”
APPLICATION DETAILS
AIP is seeking recent college graduates or Spring 2026 graduates who demonstrate a strong interest in public service, emerging technology, and policy. The application includes a resume and transcript, two letters of recommendation, a 750-word personal statement, and a 300-word technical explainer. Finalists will complete a timed policy memo exercise and case interview with AIP staff and board members.
